Although people might put it differently, I'd say "I wouldn't use 'or not' with whether" If'd rather choose 'if' if I do need to use 'or not' Example- I wonder if she will come or not. The only difference is the word order. The meaning is the same either way. Both are correct. You can omit "or not" in either case.
