What is the definition of the word "Macanese"? Does it only refer to an ethnic group in Macau originating from Portuguese descent, usually mixed with the Chinese? or does it refer to all the permanent inhibitants of Macau?

For OED it's:
"A. n.a. A native or inhabitant of Macao, a city and Portuguese dependency on the south-east coast of China, esp. one of mixed Chinese and Portuguese descent. b. The Portuguese-based creole language spoken in Macao.B. adj. Of or pertaining to Macao or the Macanese." So the answer to all your questions seems to be 'yes'.

Yes, thank you for your reply.
However, whenever I come across this term "Macanese", the primary meaning of "an ethnic group in Macau originating from Portuguese descent, usually mixed with the Chinese (narrow sense)" comes up to my mind, although I do admit that the other meaning of "all the permanent inhabitants of Macau (broad sense)" can be found in dictionaries.

I am from Macau. A few days ago, I did change some terms in connection with the term "Macanese" in the free online encyclopedia called wikipedia because this narrow sense is mostly used by the people in Macau. I truly believe the so-called narrow sense of Macanese is more commonly used and accepted in Macau, although the broad sense of this term can also be accepted in some dictionaries.

OED seems to think it applies to anyone from Macau, but "especially" to those of mixed Chinese-Portuguese descent:
