What is the correct way of saying

"The report should arrive to the local police department"

or

"The report should arrive at the local police department"

or am I completely wrong bothways?

And in general, how can I kow when to use what?

I can't think of any example in which the preposition 'to' is used with 'arrive'. You always 'arrive at' a place.

arrive at a destination
arrive at the airport
arrive at the meeting

You also 'arrive at a conclusion'.
