What is the correct meaning of the following sentence

Can someone please assist with the answer to the following question. If the following sentence reads:

“Joe is not Tom's biggest fan”



Figuratively does this mean:



a) Tom does not like Joe or

b) Joe does not like Tom

I am arguing for a) as the apostrophe has created an ownership issue and changed the way the sentence should be read.

Can someone please let me know the correct answer
