"A second speaker is not constrained by a first speaker's grammar"

What is the meaning of this sentence? I know each word, but what has it to do with the tenses? So how can I connect simple present and continuos? Do they follow each other like in the past progressive + simple past construction?

The grammar used by one speaker does not necessarily influence the grammar of the second speaker: grammar does not have to be consistent or 'correct' across dialogs.
