So for American English, do people normally call this a socket? or wall socket? or something else?
The second one is, say, when you talk to some one on the phone, sometimes the connection is not good and you will hear some "static". So is "static" the right word here?

It would usually be called an (electric/electrical) outlet . The one in the picture appears to be a 20 amp duplex outlet with two USB ports.
