Brain-drain: relative to the country which they are leaving

Perhaps:
Brain-influx: relative to the country where they are going

But it's not an established term, as the other one.

If you want to play with words, consider that we sometimes make an opposite by saying something like 'a reverse brain-drain'.

I think its reverse-braindrain.

It is currently happening to India. the students studied in Indian universities went for job to USA, UK, australia etc. but now the economy is growing in India. So lot of them are coming back to India for work. Which can be considered as reverse braindrain.
