That's not natural the way it's written.

It's a bit more natural to say "The development has had attention paid TO IT."

It's better to say "People/the public/whoever has paid attention to this development.

Anyway, it's present perfect in the passive.

It is true, "promote" is a verb, i was too exited with your previous answer, you see a result of that

When saying that the verb "promotes" is in singular form, you really meant singular form of the noun "the development" and the verb "promotes" related to the noun, i believe in that..
