What is "tea money"???

I run into this phrase in a novel. One man said all the small change from the tea money were stolen." Originally I thought "tea money" means the money earned by selling tea. However, google tells me that it means a kind of bribe. I got quite confused because it won't make sense in this context.

So, what is tea money? Any help? THXTHX
