What is Tarter?

Hi. I need to understand what "Tarter" means in the phrase "The Feared Tarter Gun".

It's a fantasy comedy cartoon it's taken from. I have no idea of how this gun looks like or what it does.

Does the "Tarter" have to do something with a noun 'pie', adj. 'acid', or something else?
