What is 'right up?'

First what is 'right up' functioning as in the following sentence?

"Right up in the sky and all the things below look small."

'all the things below look small' < independent clause?

In fact is 'Right up in the sky' a independent??

Confused!

Anonymous Right up in the sky and all the things below look small. That is a sentence fragment; it is incomplete, even though it ends in an independent clause.
