Hi, Welcome to the Forum. It's a good idea to at least supply the phrase in a sentence. Context is very important.

Function: noun 1: a small shoot or branch usually without its leaves : a portion of stem of no definite length or size 2: a minute branch of a nerve or artery <auricular twigs of the coronary arteries
It normally refers to a small branch rather than a shoot. If by a 'foliage branch', you mean a small branch with a few leaves, that could be called a twig.
