I checked the dictionary, there is a saying that a matter of record is a phrase and means that the things or figures can be checked and have a record or a file. But what is a matter of public record.
Does that mean that the record and file are open to public?

I didn't consider "Yes, precisely" to be a satisfactory answer to the question "What is 'a matter of public record?'", hence my contribution. You might consider making your auto-responder be a bit less snarky, as people other than the original poster might be interested in an actual answer, regardless of the time since original posting.

I agree. The answers that appear after the "Yes, precisely" are more satisfactory and useful than those that appear before.
