what is meaning of this sentence?

Hi,

I am wondering the meaning of the following sentence:

The first is a position that the reasoning contends is inadequately supported by the evidence.

What does the reasoning contend? Is it the position or the fact that a position is inadequately supported by the evidence?

Is the phrase "the reasoning contends" a parenthesis?
