What is 'making'?

Please help!

What is 'Making' in the following sentence? A gerund?

"Making such a statement in that situation is nuts."

What about 'Spending' and 'making' in this one?

"Spending that much time making such a statement in that situation is nuts."

Thanks

Somewhere in this site, someone stated that 'making' in the second sentence was not gerund and I quote:
