What is Job search & applicant.

Hi.
Could you please tell me about this?

This is a part of TOEIC test example:
Q I think we should cancel the job search.
The appropriate answer is "Yes, there are no good applicants."

But I can't understand the relation between "job search" and "applicant."
I think "job search" is done by someone who wants a job, and "applicant" is a document which someone who wants a job gives the company.
So, the question seems like a conversation between a company and a job seeker.
Am I wrong in thinking in that way?

If the correct answer is supposed to be (C), then it seems the question setter believes that a "job search" is what a company does when it is trying to recruit employees. I don't recognise this meaning. To me, a "job search" is what a person does when they are looking for a job.
