Yes. It's like that. Not exactly. But like that. Also, what is the cause of so-and-so's odd behavior (if a person is mentioned).

What is it with Mary? ~ Why is Mary acting like that? ~ Why is Mary acting so strangely?

I'm sorry to hear that. I don't know why it's not in the dictionary. If you Google "what is it with", you'll find hundreds of examples, but no definitions.
