I heard growing up that the origin was in fact reference to women doing snuff, which was popular in the 19th century.

it was not just snuff but cocaine also. because it was "inappropriate" for a woman of the 1800's to use drugs or tobacco women began to excuse themselves and go to the bathroom stating they needed to "powder their nose".

to powder ones nose means to go to the toilet and take cocaine.
