What is he saying?

I see "(The)", does that mean you add it to make grammatical, but the person indeed missed the word "The"? Do they do intentionally?

I meant to comment on that. 'The' is there, grammatically and in the speaker's mind; it simply does not quite emerge from his mouth when he starts the sentence. It happens to us sometimes.
