What is different between 'As' and 'While'?

Hello! I've just joined and I'm glad to know this great site.
I'm not an English native speaker, so there may be errors on my post. Please pardon my English. You can point out the errors. =)

Anyway, I'd like to know what is different between the conjuction 'As' and 'While'. I think Both of them are used to express the progressive meaning. My dictionary tells me As and While are the same. In general,however,As is not generally written in the progressive tense, but While is.

For example,
1.As she wandered around the streets, she found a boy begging money.
2.While she was wandering around the streets, she found a boy begging money.

Both clauses('As she~' and 'While she~') means the same situation, don't they? But, for all their same meaning, people don't use the progressive tense in the As-clause. Why? Is there a subtle difference between As and While? Please tell me. Thank you.
