What is difference between "come here" and "come over here" ?

hi

many people said they have the same meaning but i think they don't have the exact meaning .

come here means come here and it does'nt matter where is your location now

but

come over here means come from that side to this side (come from one side to other side)

please tell me if i'm right ?
