I don't understand the exact and consistent meaning/relation of the `what is called' with the part of the sentence below. Can anyone here show me what do `what is called' make relation/consistency with thereafter?

"..Recently these textbooks have been replaced by ones which are oriented towards what is called the communicative Approach to language teaching."

I understood `what is called' refers to the new textbooks. But Just as `I'm called Microctg', so `what is called the communicative approach', Am I right?
