What is "All of you."

My friend argues that the phrase, "All of you," when said by itself, is not a statement.

I argue that it must be, but I fail at justifying this belief.

If someone says, "By a show of hands, how many of you are going to the field trip tomorrow," and then post-response, he acknowledges with, "All of you," how do you classify that statement?

How do you define a statement? Does it have to be a full sentence?

A statement can be:

Fine.

At noon.

No.

Sounds good.

Does your friend say that all statements must be full sentences? She won't find much support for that.
