What is a series of words called

Is 'sequence of words' the correct thing to say when talking about words that follow each other in a sentence?

How come the other used this sequence/series of words. Is it grammatically correct?

"How come the other used this sequence of words?" is a question and so needs a question mark. Obviously the meaning of "the other" needs to be obtained from the wider context. "How come ... ?" is a casual expression. In writing, consider saying "Why did the other use ... ?" instead.
