What is a Poet?

I am reading the Preface to the Lyrical Ballads written by William Wordsworth and in trouble with the sentence in the following passage:

"What is a Poet? (....) --- He is a man speaking to man: a man, it's true, endowed with more lively sensibility, more enthusiasm and tenderness, who has a greater knowledge of human nature, and a more comprehensive soul, than are supposed to be common among mankind; a man pleased with his own passions and volitions, and who rejoices more than other man in the spirit of life that is in him; delighting to contemplate similar volitions amd passions as manifested in the goings-on of the Universe, and habitually impelled to create them where he does not find them."

I cannot grasp the meaning of the sentence in bold style. Does anyone help me with this?

The poet enjoys observing and thinking about the manifestations of spirit-- of will and emotion-- in the world about him; and by his poetic nature, he records these and through his poetry creates new ones. Or something to that effect.
