What is a hub language?

Does this imply there's 3 languages involved in the process of traslating something, instead of two? One being the hub, that is to say the one in the middle?

Thanks, it sounds like double Dutch, though. I believe I heard that term associated with translating. I'll try to find out the exact sourse.
