What is a 'Canadian treaty co-production'?

Dear All,

I understand all words separately but not the phrase; does it mean a co-production where all the parties making the production are Canadian, or one where at least one member or party is Canadian and the agreement is made on Canadian soil?

Could you tell me, please? Thank you!
