What is
Can you please explain why "it" is correct in #1 but not in #2?
1- We want to know what it is you are trying to say.
2-What is it in the sky? (we see something in the sky and want to elaborate.)

In fact "it" is not incorrect in (2) -- certainly not grammatically -- but in your context we would more likely say "What is that in the sky?".
