What if she says "no"?

I have learned that 'what if' is a short version of 'what will [happen] if' but in the example sentence, I feel like the meaning of 'what if' is close to 'what should I do if', so is it okay to understand 'what if' that way?

'What if' can have more meanings than 'what will [happen] if'

"What if" can mean "What will you do if..." or "What will happen if..." or "How you will feel [what will your feelings be]..." or "What should I do if..." --- in short, there are many things it can mean.
