What should someone understand from the sentence above?

"I broke the window. So what?" OR "What happens if I'm to break the window?" ?

Excuse my ignorance but I couldn't figure out your answer Mr. Micawber.

Do you say it can imply both of my options; and I can use either simple present tense or simple past tense, it wouldn't change the meaning?

I'd really appreciate it if you could get in the details a little.
