What I would like to see happen is/that

I think what hasn't happened and what I would like to see happen is that the Sisters of X haven't had a good discussion about what our mission is in health care.

What I would like to see happen is that some of the delegates that come here, or members who are interested in the union, we give them a resolution at a meeting, let them read it and then discuss it, discuss the resolution the same as ...

Do either of the above work?

Shouldn't what I would like to see happen is be followed by for not that?
