What i hear has or what i heard has

I need to know which of the two sentences, " what i hear has ..... or what i heard has...." is correct.

My friend says that heard is the correct grammar, is it becos of the 'has' that governs 'hear'?

No, 'have' does not necessarily govern 'hear'. It depends on when each occurs. If you supply adequate context, we may be able to sort this out.
