I am not really sure whether "what" or "the conflicts and relationships" is the subject of this sentence. This of course makes it quite difficult to decide which form of the verb "be" is correct.

I always use the singular. What I find interesting is the relationships. But, The relationships are what I find interesting.

In other words, I assume that the subject is first, and make the agreement with the subject.
