Please why is it "the speaker utter" and not "utters"?

"Our ?rst strategy, the Direct Strategy, will enable the hearer to infer from what he hears the speaker utter to what the speaker is directly communicating."

It's "... what he hears the speaker utter...".

We hear/see people do (bare infinitive) or doing (gerund) something.

Incidentally, the original sentence is badly composed. You can't infer from someone's words "to what the speaker is directly communicating." I am not sure what message the writer wished to convey.
