"What have" or "What has"?

I'm having difficulty understanding what to use in this context. I'm assuming "what has" is right but unsure why. Any helps would be much appreciated. Thanks in advance!

Both are possible. If what is subject, it takes a singular verb: What has happened here? If not, the verb agrees with the subject: What has he done?

Both are possible. If what is subject, it takes a singular verb:

What has happened here?


If not, the verb agrees with the subject:

What has he done?
What have I/you/they done?
