What happens if you '-ive' behind a verb?

'That is an allocative devise in market economies involving the forces of demand and

supply in determining prices and outputs'


What I don't understand in this sentence is the word 'allocative' is it an adjective?

adverb? and what does it mean? what happens if you add a '-ive' ending to a verb?
