What grammar phenomenon is behind this sentence?

I am reading a book concerning translation test and I come across this sentence.

If such rules interfere with his agenda, then, as far as he is concerned, rules be damned.

I am wondering what grammar phenomenon is behind "rules be damned"? Shouldn't it be "rules will be damned" for this sentence?
