what form of verb is to be used here?

I didn't understand what you meant/mean?

Since the statement starts with did so what verb tense will be used with the second verb i.e mean?

e mean? Both are possible; the more likely is 'meant', regressing the verb in the subordinate clause to match the tense of the main verb.
