What exactly is this post implying regarding the distinction between "inasmuch as" and "insofar as"?

A few days ago, I was doing some research on WordReference.com and stumbled onto a forum entitled "inasmuch as", "since" and "insofar as". User "Glasguensis" posted the following response to answer the original poster's question:

"Inasmuch as introduces a fact and is followed by a consequence of that fact. It implies that if the fact changes the consequence will also change.

Inasmuch as he is the President, he has the nuclear launch codes. (after he leaves office he won't)

Since is similar, but it does not carry the same implication that the consequence will change if the fact changes.

Since he is the President, he is protected by the Secret Service. (after he leaves office he may or may not - and in fact he will).

Insofar as is used to introduce a quantifiable fact and is followed by a consequence which depends on the extent to which the fact applies.

Insofar as I have understood their proposal, I am against it. (but perhaps there are bits which I haven't understood and understanding those bits might change my opinion).

I am having some trouble figuring out the distinction "Glasguensis" is making between "inasmuch as" and "insofar as".
