What English level is required to write a poetry?

I love poetry and looking forward to learning and writing it but I don't think my English skills is good enough for that kind of stuff. I couldn't even write a decent descriptive. Could you tell me what is the minimum English level is required to write a decent poetry?

You have a good imagination and some originality, so go ahead and try. Try to write a Haiku. It is a simple form, but can be very deep in meaning.

I think you should have a high level of English to write a good poetry.
