What dose "all part of an effort " mean?

I read a sentence
"It invited the public to have its say over the role of finicial markets and central banks in society , all part of an effort to redeem the reputation of the finicial markets".
(1) What does "all part of an effort" mean ? " does it mean that there is no other part of an effort ? or is "all" just for emphasis?
(2) " all part of an effort to redeem the reputation of the finicial markets" is a noun phrase. why does it can be used alone, without proposition ?
