What does "your English is not too bad" mean?

Hi,

I am not a native speaker of English.

What does " Basically your English is not too bad" mean when someone say it to me? It means my English ability is good or so-so?

Thanks for your reply.

Hi, It's not a precise comment. It's better than bad. It usually is meant as a mild compliment.
