what does would mean in this sentence?

If someone says, 'I believe that in practical it would hardly ever be interpreted in this way', does it mean in his/her opinion it is hardly ever be interpreted in this way right ? There is no conditional right? ?

I am talking about what would means in the sentence. You just used the word would in your sentence. The word would is used to show just an opinion right it doesn't mean what you said is 100% correct right? ?

For example,
If I were asked this question, I would say the first sentence is correct. Here saying the words 'I would say the first ... is 100% if I were asked the question but THE SENTENCE ITS YOU CHOSE I MEAN THE FIRST ONE COULDN'T BE 100% CORRECT. IT IS AN OPINION.

Right! You were saying earlier that there was no conditional.
I was suggesting that in your original example, "in practical" takes the place of the standard "if" clause, making this a conditional.
