What does "window person" mean?

-- I'm going to bust ouf of this constraining environment at the first opportunity. I give you fair warning.
-- Why tell me? I'm the mere window person here.

This is from a story called RIF by Barthelme. I've heard that window person might mean contact person. Is that true? What can it mean here?

The only idea I have is for a receptionist who sits behind a window (usually a sliding window) in an office. Usually you see this arrangement in a doctor's office. A receptionist is usually a low-paid employee. The meaning should be obvious from the context. It is not a common expression in English.
