What does “where” mean here?

As a generalisation, plastering uses plaster, rendering uses a render. Modern plaster is gypsum mixed with water. A render is a mix of sand and cement, mixed with water. Coating of internal walls with plaster is plastering. Rendering usually refers to coating external walls, although where a fine finish is not required an internal wall may be rendered (like one of the walls in the brick shed in my garden - that I did do myself).
