What does “Whatever the reason” mean?

Do the two sentences sound natural to a native speaker? If not, could you please correct them. Thanks!
1. Whatever the reason, more and more Chinese who have a lot of money are moving to America since 2000.
2. There is often a long interval between an author completing a book and it appearing in the shops.
