What does "weighed down with shopping bags and wearing" mean?

Hello?
Now I'm trying to interpret the below ssentence but I didn't get the "weighted down" meanning.

Neil : Hello and welcome to Six Minute English. I'm Neil and joining me today is Dan – who is
weighed down with shopping bags and wearing something very… strange. What's going on,
Dan?


Especially, I understood that sentence like this "Dan, he was suffering from a something burden work thing".
But exactly I didn't get "weighed down with shopping bags and wearing"
Would you please help me how does it mean? How do I interpret it?
