What does "we don't know with absolute certainty that the project will succeed" mean?

Hi, I am confused with this sentence.

We don't know with absolute certainty that the project will succeed.

Does it means we are not 100% sure that the project will succeed

or it means We have no idea if the project will succeed.

Could you also please explain what does "I don't know for sure" mean?
