hi. i was reading the short story by thomas jefferson.i dealt with some problems.

will u plz help me in finding the meaning of couple of sentences?

his mind was great and powerful without being of the very first order.
what does "without being of the very first order" mean here?

there are some people in the world who are blessed with exquisite mind capabilities, in short they have a great IQ level. However the above sentence states that the person in account was not one such man. Despite being not a very capable person in the reckoning he had great mind-abililty. Though this ability was not an exceptionally good one but nonetheless he was good at it. Hope that helps.
