What does ' turn lemon into lemonade' mean? Thanks!

I came across to this phrase when reading new on the net this morning. It is about the crisis in mideast that the Bush administration said they hope the current conflict may lead to a once-for-all peace solution to mideast, to disarm the military guerrila and stop them from attack Isreal in a long term. This is what they called ' turn lemon into lemonade'.

Based on this news, I guess this phrase means trying to find the good side in a bad thing or situation. It sounds reasonable because lemons are acid but lemonade is tasty.
